1Introduction & Peer Review Philosophy
Peer review is the essential cornerstone of academic publishing. Reviewers evaluate manuscripts to ensure scientific rigor, technical accuracy, clarity, and adherence to ethical standards. RAINCOMES-PAK operates a Double-Blind Peer Review system where author and reviewer identities are concealed from each other.
2Reviewer Selection Criteria
- Demonstrated subject area expertise in Computer Science or related multidisciplinary fields.
- No direct academic, personal, or financial conflicts of interest with manuscript authors.
- Commitment to providing timely, constructive, and objective scientific feedback.
3Accepting or Declining Invitations
Reviewers should accept invitations only if the manuscript falls within their expertise and they can complete the review within the specified timeframe (typically 2-3 weeks). If unable to review, reviewers are encouraged to decline promptly and suggest alternative qualified reviewers.
4Confidentiality Requirements
- Submitted manuscripts are strictly confidential documents.
- Reviewers must not share, discuss, or quote manuscript content prior to publication.
- Unpublished ideas or data must not be used for personal research advantage.
- Reviewer comments and identity remain strictly confidential within the editorial office.
5Evaluating the Manuscript
- Originality and Significance: Does the paper offer novel contributions to the field?
- Methodological Rigor: Are experimental designs, data analysis, and algorithms sound?
- Clarity & Presentation: Is the writing clear, well-structured, and logically presented?
- References & Citations: Are relevant literature cited appropriately and without self-citation bias?
6Constructive Feedback Guidelines
Reviews should be professional, respectful, and actionable. Critiques must target the scientific content rather than the authors personally. Point out specific strengths, identify weaknesses clearly, and suggest constructive improvements.
7Recommendation Categories
- Accept: Manuscript is suitable for publication as submitted.
- Minor Revisions: Requires minor textual, formatting, or slight technical additions.
- Major Revisions: Requires substantial re-analysis, additional experiments, or major restructuring.
- Reject: Fundamental flaws in methodology, lack of novelty, or out of journal scope.
8Ethics Violations & AI Policy
Reviewers must alert the Editor-in-Chief if they suspect plagiarism, duplicate publication, data manipulation, or unethical human/animal research. Reviewers must not upload confidential manuscript texts into unauthorized AI tools.
Reviewer Commitment & Declaration
"I agree to execute my review duties with scientific objectivity, confidentiality, timeliness, and professional impartiality, while upholding the highest ethical standards of scholarly peer review."
